Multiple board members said it is time to revisit the statutory charge and scope of the Juvenile Detention Board of Managers so the group can move from repeated discussion to action. One member said statutory language limits what the board can do and recommended a dedicated meeting to define the board’s mission and execution plan.
The chair agreed, noting he had asked staff to circulate a doodle to schedule a working session and asked the council president to help assemble the right county voices for a strategy discussion. Chris Welsh said that staff and the board’s director (Nelson Walker) have experienced capacity constraints while Walker has been out, and that a longer convening with clear goals is needed to translate vision into programs.
Why it matters: Board members said clarifying the board’s mission could make it possible to pursue targeted pilot programming, align funding to prevention and diversion initiatives, and sharpen oversight responsibilities if a regional contract is considered.
What’s next: Staff will circulate scheduling options for a longer working session, identify community voices to include, and prepare materials (including the needs-based budget slides) for that meeting.
