County outlines $12.1M George W. Hill kitchen modernization and 20‑month schedule

Delaware County Public Works gave an extensive briefing on a planned full renovation of the George W. Hill Correctional Facility kitchen, explaining why the work is needed, how construction would proceed and how the county expects to manage security and labor for the project.

“...our project duration is expected to be 20 months, which would have the project being completed by August 2028,” Public Works Director Danielle Floyd said, noting the work will be completed in seven phases so cooking can remain inside the secure perimeter during construction. Floyd told council the renovation is a full “gut” of the kitchen with new equipment and layout to support operations and workforce training for incarcerated individuals.

Floyd also described the project labor agreement negotiated in 2023 with the Delaware County Building Trades, which includes local hiring targets and diverse business participation: "the PLA... has provided many benefits, including establishing, diverse business participation targets, local hiring preferences and targets for Delaware County residents," she said. Council members expressed support for the procurement process and for keeping the project on schedule. One council member noted the scale of daily food service during construction, saying, "I think their slide was at 6,000 need to feed everybody." The council agreed to bundle the related agenda items (8N–8R) and move them to the consent agenda for formal action in the public session.
