The Delaware County Council Personnel Board on Sept. 15 approved the creation of two Aging Care Manager 3 positions in the Older Adult Protective Services unit at COSA to address increasing caseloads among seniors.
Director O'Malley told the board the unit has seen a significant rise in cases and case complexity in recent years, and that adding two positions would reduce caseloads so staff can give clients adequate attention. "This creation of 2 additional positions would allow our, staff to manage the ever increasing, caseload and complexity of the cases that come in, for our seniors," O'Malley said.
Vice Chair moved the item and noted the positions would be represented by Teamsters Local 115 with a starting salary of $26.94 an hour. The chair asked the county chief financial officer, Miss Diaz, to confirm budget availability; a board speaker stated, "There is sufficient funding in the current budget, for these 2 positions." Counsel also noted that elder-care oversight—especially cases of physical or financial abuse—has drawn attention from state regulators and the press, and said that adding positions was appropriate if the board could manage the expense.
Board members approved the motion by voice vote after the motion was seconded. The transcript records the chair declaring "the ayes have it," with no roll-call tally recorded in the meeting transcript.
The positions are intended to be part of COSA's Older Adult Protective Services unit; the board asked staff to pursue reimbursement for the new posts. No additional implementation timeline or hiring schedule was recorded in the transcript.
