Richard Heffelfinger told the Board the sheriff’s $5 million request was posted late in budget workshops and argued the county charter allows exceeding millage caps only for a supermajority finding of emergency or critical need. He asked the Board to remove the allocation, arguing it would increase property taxes for residents. A commissioner responded that the existing shelter is old, the situation is an emergency and animal control is core to the county’s mission.
Separately, Jennifer Mark described a Titusville storefront (registered as Breeders Pick Orlando Inc.) that she said repeatedly showed no dogs outdoors and appeared to be part of a puppy-mill pipeline; she said investigators from the sheriff’s office were reviewing the matter and asked county officials to consider a county-level restriction similar to neighboring Orange County’s ordinance. The chair thanked speakers and acknowledged staff follow-up.
