WES staff presented the proposed fiscal-year '27–'32 Capital Improvement Plan (CIP) in a first-reading briefing to the West advisory committee, outlining $238,900,000 in wastewater projects and $27,400,000 in surface-water work. Jeff, the presenter, said the five-year wastewater total includes roughly $91 million for treatment and $147 million for collection-system projects and that the plan will be circulated as a full PDF for committee review before the November meeting.
Aaron, on finance, said the proposed CIP does not change the committee's target of limiting annual rate adjustments to 5% and described stress-test scenarios staff used to evaluate funding risk. No board adoption or formal approval occurred at the meeting; Jeff told the committee staff will seek a motion of support from the advisory committee at the next meeting and then advance the CIP to the WES board for adoption.
