Christy Billings, presenting the city's second quarterly update on a targeted forensic review, told the council the independent review identified 23 findings and most are advancing. "So there were 23 findings within the report. 16 of those tasks I am pleased to report have now been completed. Four remain in progress and three are in discussion," Billings said.
Billings walked the council through changes since the last update: accounts-payable procedures and purchasing-system implementation are now marked complete, employee-separation checklists are in place and payroll-audit reports are running. She said vendor-master list cleanup has proven more onerous than expected because the software does not support bulk deletion and staff are working one record at a time. Council members asked for a ballpark timeline; Billings said she hopes to finish by the next quarterly update but warned some items may need an additional quarter.
Council members pressed staff for specific follow-ups. One council member asked whether the employee-departure checklist includes an exit interview; staff said the checklist does not currently require one but that the city manager's office will follow up and treat implementing an exit-interview practice as an action item. Staff also confirmed the city has contracted Carl Warren & Associates to handle claims processing going forward and will continue to report timeline and status updates to council.
