The Garland City Council unanimously approved a rezoning amendment for a Lone Star Green Homes project at 2002 Thousand and 50 East Millard Road, moving the site from a single‑family attached entitlement to a planned development with a single‑family‑5 base.
Planning staff outlined the requested changes: the developer proposes two lot types (about 4,100 and 3,600 square feet), reduced density (from 90 attached units to an estimated 63–68 detached homes), design deviations including a request to count garage doors in window/door coverage, and an expanded architectural menu with a minimum number of design elements. Staff and the plan commission recommended approval with the proposed amendments and conditions for screening, sidewalks and amenities.
Applicant Colton Smith said the revisions reduce density and increase lot and home sizes to deliver higher-quality single-family housing. Councilmembers asked about stormwater, alleys and playground siting; the applicant told council it had no objections to locating the playground away from Miller Road. With no public opposition speakers on this item, Councilmember Moore moved to approve and Deputy Mayor Pro Tem Dutton seconded; the motion passed unanimously.
The approval authorizes the city manager or designee to execute items required by the consent and directs site-permit review to ensure the project meets the plan’s conditions.
