The Garland City Council began its Sept. 15 meeting with proclamations and recognitions honoring local leaders and programs.
Mayor Dylan Hedrick read a proclamation recognizing the life and legacy of Linda Reed Griffin, noting her historic election to the Garland ISD Board of Trustees and decades of service to Garland and neighboring communities. Ruben Leo Griffin, who identified himself as her son, thanked the council and offered brief remarks.
The council also recognized the Bob Day Tennis Complex for receiving the 2026 USTA Outstanding Facility Award. A representative of the complex thanked council and staff and highlighted that the site will host future national junior tournaments and multiple adult championships.
Council proclaimed Sept. 15–Oct. 15, 2026 as Hispanic Heritage Month in Garland and highlighted library and performing-arts programming across the city. The meeting closed the proclamation segment by recognizing Elle Wakefield for earning the Girl Scout Gold Award and the Congressional Award Gold Medal for a book-donation and library project at the Nexus Women’s Recovery Center; Wakefield described contributing more than 91 service hours and a curriculum to support children at the center.
These items were ceremonial and received no formal council votes beyond presentation and unanimous recognition.
