Commissioner Minshew and others criticized the fiscal trade-offs, arguing the city is effectively foregoing revenue that could fund other needs — “We are leaving on the table $47,660 every year,” Commissioner Minshew said — and suggested revisiting all franchise/sponsorship arrangements. Supporters, including Commissioner Pointer and others, replied that the event brings private investment and sales to downtown businesses, and that TDT funds and partner spending on public-safety and on-site costs offset city costs.
Ms. Campbell confirmed that event partners pay for off-duty public-safety costs and that fee waivers mostly cover permitting and related costs; commissioners discussed adding an out clause should a pending ballot amendment change revenue flows. The motion to approve the franchise passed 4–1.
