City Manager Ms. Campbell presented the city s fiscal picture at the Sept. 15 public hearing, telling the Fernandina Beach City Commission that "all 30 of the city's funds are balanced" and that total all funds equal about $228,000,000.
Ms. Campbell said approximately $93,000,000 of that total is held in reserve. She identified several notable allocations: a $5,200,000 transfer to the capital program, $832,000 toward marina capital improvements, and a contingency line that includes the additional millage revenue (noted in the materials as a roughly $2,000,000 contingency). She told commissioners the golf and marina enterprise funds are self-supporting this year and that the budget includes a major stormwater program expansion.
On personnel, Ms. Campbell said the marina was brought in-house midyear, adding three full-time and seven part-time positions to that enterprise fund, and that three full-time positions are being added in stormwater to expand maintenance capability. She also confirmed the addition of a chief resiliency officer, funded from utility administration (water, sewer and stormwater enterprise fees). She summarized that the average wage increase across city sectors is about 6%.
Ms. Campbell encouraged commissioners to review the detailed budget books and indicated staff (Miss Carlos and Miss Brown) were available to dig into specific line items after the public hearing.
