A council member asked, "Is it maintenance? Is it access to water? Is it, use of water?" and said there has not been a clear explanation of what the town is buying and how prior grant conditions factor in. The council member noted the water company had received substantial low-interest loans and loan forgiveness for pipeline and tank work and questioned whether those funds already covered obligations now presented as billable in the contract. The question framed much of the council’s hesitation about acting immediately.
Councilors and the town attorney discussed the practical reading of the contract: that the annual payment buys the availability of water and hydrant service in an emergency and maintenance to keep hydrants operable. Members also asked staff to seek assurance from the water company that required testing and repairs are being performed and documented.
