Deputy director Shannon Walker Smith told the board the item before them was a required resolution to submit an application to CalRecycle for the illegal‑disposal and site abatement grant and described prior rounds that funded large abatement efforts and free dump days. "We have identified 8 8 abatement sites, kind of large scale abatement sites that we wouldn't be able to have the resources to work on those cases," she told supervisors, and said staff could provide a draft narrative and some required documents quickly if the board wanted to review them before final submittal.
Several supervisors and members of the public urged caution, arguing the board should see the application or at least a draft budget and work plan before authorizing submittal. "I don't feel comfortable saying I've reviewed an application and I approve of this if I haven't even seen the application," Supervisor Sabatier said. Staff said a draft narrative could likely be available within a few hours; the board then authorized the submittal/delegation required by the CalRecycle template, with the roll call recorded in the meeting minutes.
