The Vineyard Redevelopment Agency approved a professional services agreement with CPA Insight Solutions and Chris Harding to perform an expanded set of agreed-upon procedures, the board said Sept. 15. Board member 5 explained the engagement will broaden the scope of last year’s procedures by lengthening the covered period and increasing the sample size: "I've been told that, I used to call it an audit. I was I've it's been explained to me that, an audit is something different than agreed upon procedures thing... We we we only did, a I think it was something like a, you know, 15% sample. We're going to make a larger sample across a couple you know, a larger a longer time span so we can get a better picture," the member said.
Board members asked for clarification on what the expanded work would look like and were told it will be a more in-depth agreed-upon-procedures function, with a larger document sample and extended timeframe versus last year’s narrower review. Board member 5 formally moved to approve the professional services agreement with CPA Insight Solutions and Chris Harding; the motion was seconded and approved by voice vote. The contract is intended to provide the board with a more comprehensive assessment of the RDA’s records and processes.
