The Caroline County Board of Zoning Appeals on Sept. 15 heard Application No. 208, a request by J and S HVAC Incorporated to reduce parking requirements for a proposed 4,000-square-foot professional-services building at 21062 Dover Bridge Road in Preston. Applicant counsel James Worm told the board the company seeks a variance "reducing the required number of spots of 27, down to 11 at maximum," citing a forest conservation easement that leaves roughly 0.9 acres usable and the property’s former commercial use as context for hardship.
Planning staff and the board pressed the applicant on technical and operational details during the hearing. Assistant Director of Development Matt Kosinski noted outstanding site-plan review items—stormwater design, geotechnical borings and infiltration-rate data—and said staff had not received required ADA parking delineation. Board Attorney Jesse Hammock advised the panel that the variance must meet the five criteria in section 175-152; after discussion about whether the application can meet those standards and the risk that later stormwater-driven reconfiguration could alter any approval, the applicant requested time to supplement the submission. The board voted to table the application and discussed a return window; members settled on returning around 60–90 days with a target date of Dec. 15, 2026.
