During debate, a commissioner questioned whether crossing state highways requires county or DOT approval. Staff cited Section 316.212 (as discussed in the meeting) and said the Department of Transportation must review and approve designated crossings on state highways. Commissioners removed a proposed police-inspection requirement (section 30-54) and amended park-use rules: golf carts may operate in city parks at walking speed (5 mph), provided they do not endanger others or damage landscaping; caravans of two or more carts were prohibited. "Golf carts may operate in city parks at walking speed 5 miles an hour in a safe manner that does not endanger or interfere with other persons in the park," one commissioner moved and the amendment passed on roll call.
The amended ordinance cleared first reading; staff was asked to add clarifying signage and confirm whether county/DOT approvals are required for specific crossings on County Road 308 and state highways.
