The CRA board moved through multiple property-sale items from an RFP for nine lots. Staff reported Raymond Moss as the highest-scoring bidder on Exhibit A; Moss said he plans to fence the lot and indicated he might build within five years. The board approved the sale with a five-year reverter clause to ensure redevelopment if the buyer does not complete improvements.
Cornerstone Strategic Partners’ managing partner Leonard Burke presented renderings for three infill homes that the company proposed to build as income-restricted single-family homes for middle-income buyers. Burke said his firm would form a single-purpose entity, Lake Wales Community Partners, to acquire the lots and handle development. Board members asked about the firm’s structure and the $1 bids used in similar programs; Burke said the approach is typical for infill affordable-housing development. The board approved awards for Cornerstone and other lot allocations by roll call; one item (0 Lincoln to LW Lincoln LLC) was postponed to October because no representative attended to answer neighborhood questions.
