The New Braunfels City Council on Sept. 14 approved the second and final reading of the FY2027 operating budget and ratified a property-tax rate equal to the state-calculated "no new revenue" rate.
Assistant City Manager Jerry Warner said the proposed tax rate "is equal to the no new revenue rate," adding the package ties $13 million of one‑time or recurring investments to the city’s strategic priorities and includes a 3% cost‑of‑living increase for staff. Warner also described steps taken to stabilize the city’s self‑insurance fund and to retain reserves.
Council members debated how the no‑new‑revenue calculation works — it holds revenue from existing taxable properties flat while excluding new construction — and staff noted the choice results in an approximate $13 increase for an average homestead, or about $1.08 per month. The council voted to adopt ordinance number 2026‑50 and ratified the revenue increase in the accompanying resolution.
The ordinance passed on a voice/roll‑call vote with the mayor absent; council recorded unanimous support from members present. City staff said detailed budget materials and presentations are available on the city website for residents who want a line‑by‑line view of the allocations.
