Danny Spencer, a three‑generation Bel Air resident and construction professional, used his five minutes during public comment to press the city for firmer enforcement of stormwater pollution prevention at residential construction sites, saying dirt piles and inadequate inlet protection are recurring problems that worsen flooding and drainage performance.
"The rules are there. The people are here. We just need some help educating so that we can get this taken care of," Spencer said, urging staff and the building standards commission to step up education and enforcement. He cited specific local projects where exposed soil and truck traffic left yards and streets littered with dirt that later washed into the storm system.
Council members and staff acknowledged the concern and pointed to existing codes and enforcement channels; Sharon Feldman said staff would follow up to ensure enforcement and education opportunities are pursued.
