Staff presenter Zach Nelson described a multi‑district rezoning request that would split the site into CP‑2 commercial, RP‑6 apartment area (staff noted 343 units proposed in the RP‑6 portion) and RP‑1A single‑family lots (122 lots). Nelson walked commissioners through site layout, proposed pad sites along 167th Street, a convenience store with fuel pumps, large‑format commercial buildings to the south, private streets within the apartment portion, and a proposed 30‑foot greenway linkage easement along the east edge intended to connect to the nearby Family Tree nursery development.
Applicant representatives (Aaron March and architect Patrick Greider) said they had worked with staff to add pedestrian connections and architectural updates since the prior month. Nelson said staff supported the rezoning subject to stipulations A–MM and acknowledged the proposed uses do not fully align with all elements of the Framework OP character map but serve as a transition and provide housing. Commissioners asked about screening, loading dock heights, phasing and vehicle circulation; public comment included one resident question about the type of "big box" tenant expected. Commissioner Reyes moved to approve REZ 2026‑2 subject to stipulations A–MM; the motion passed 11–0. Nelson noted the city council would consider the rezoning on Oct. 5, 2026 at 7:30 p.m. in the same room.
The record for this item includes staff diagrams showing pad sites, apartment buildings and proposed pedestrian and greenway connections; commissioners asked staff and the applicant to continue work on screening, tree preservation and final design at subsequent final development plan reviews.
