The Charles Town Historic Landmarks Commission voted to approve a certificate of appropriateness allowing the removal of a rear porch at 13206 West Congress Street.
City staff member James, who presented the application, said the two-story colonial-revival house dates to about 1915 and that the rear porch is not an original feature. "My recommendation is for approval," James said, arguing the porch is an accessory element in disrepair that does not contribute to the building’s historic character and presents a hazard to tenants.
The commission opened the public hearing, asked for speakers and, after none came forward, closed the hearing. Commissioners discussed how the doors at the rear will be boarded after removal to prevent accidental falls; James confirmed building and code enforcement officials have been involved. The commission voted in favor of the COA by voice vote with no recorded opposition.
The vote clears the way for the owner to remove the structure; if the owner or an interested party seeks review, James said an appeal could be brought to city council.
