Emmanuel Vargas, the complainant in complaint BOE26-O19, told the Denton City Board of Ethics he filed the complaint based on events that took place on June 7 and provided supporting evidence in the packet.
"My name is Emmanuel Vargas, and, I'm just here to discuss, about the ethics complaint that I submitted for the date of June 7," Vargas told the board. He said he submitted two affidavits from people who were at the table and a screenshot of a text message as corroborating evidence for the period when he stepped away from the table. Vargas said the respondent "kept saying position over and over throughout the night," which Vargas viewed as inappropriate for a public official in a social setting.
Board staff confirmed they had Vargas' statement and the affidavits in the record. The respondent did not appear in person but had submitted a written statement that the board accepted into evidence. Vargas' materials helped shape the board's factual record before deliberations on whether the conduct violated specific subsections of the ethics code.
