The Butler County Board of Commissioners voted to approve a wholesale water supply contract with the city of Monroe on Sept. 15, authorizing a 20-year term (10 years with two 5-year renewals) under which Monroe would receive, on average, about 1,250,000 gallons per day.
County staff described negotiated repayment terms covering Aug. 1, 2025 to Aug. 1, 2026 and a rate adjustment that took effect Aug. 1 (staff quoted the selling rate as "$3.84 per kilogram" in the presentation). The agreement includes an annual escalator tied to the Bureau of Labor Statistics water and sewer index applied on a rolling Aug. 1–July 30 year. After the presentation, a commissioner thanked staff and the city of Monroe for working together to complete the negotiations, and the board approved the resolution by roll call.
Commissioners and staff said the contract transfers service rights for about 10 Lemon Township parcels to the city of Monroe as part of the wholesale arrangement and described the agreement as intended to ensure continued wholesale distribution. The board approved the departmental packet that included the Monroe contract in a single motion and recorded unanimous votes in favor.
