Reviewers and board members noted the organization lacked prior direct MOUD provision experience, which affected scoring, but many described the proposal as a potentially scalable approach to increase access in rural and frontier counties. Alyssa (review staff) said the applicant's sustainability plan acknowledges it will take additional years to reach full sustainability and that early adopters would serve as models.
Members asked for clearer execution plans and vetting of the executive director's capacity to implement the pilot; staff noted that the applicant is an association representing pharmacists across most Kansas counties and could leverage existing education and advocacy channels. The board voted to approve the application by voice vote.
