Village Administrator Gavin presented a reorganization plan to structure administration around executive/clerk support, project/management analysis and frontline customer service. The plan would replace 2.5 FTE with 3 FTE without increasing the salary budget by delegating water billing back to Lauterback & Amen and seeking HR support from that firm. Gavin said the management analyst position would support capital planning, procurement, grants and policy development while a full‑time customer service clerk would improve front counter coverage.
Trustees discussed timing and transparency; several asked for more time to review the memo but the Board voted to concur and directed staff to proceed with job descriptions and immediate posting for the management analyst and full‑time customer service clerk with an anticipated hiring timeframe of about a month. Gavin also briefed the Board on capital planning funded by a CMAP grant, clarified that earlier discussions about a $300,000 Wolf Road allocation left those funds in general fund balance (not a separate earmarked account) and suggested Wolf Road be considered within a 5–10 year capital improvement plan. Trustees asked staff to circulate the SB Friedman Triangle Business District report for review.
