Robin Sand, team lead of the Pierce County special assault unit, told the Washington State Clemency and Pardons Board that the county prosecutor's office supports Jeffrey Reinhardt’s petition for pardon based on a review of the case and its aftermath.
"I don't see mister Reinhart as being a risk to the community," Sand told the board, citing Reinhardt's immediate acceptance of responsibility, completion of court-ordered conditions, payment of fees, and an exceptional downward departure from the standard sentencing range. She added that "our victim advocate did reach out to the victims... they certainly had no objection, all 3 of them."
Sand said the office reached its recommendation only after careful review and consideration of the incident, the defendant's post-conviction conduct and the weighing of community risk and benefit. The prosecutor noted the case was unusual in that the petitioner acknowledged responsibility promptly, which allowed for immediate medical treatment for the children.
The board nonetheless requested written documentation of the victim-notification efforts under RCW 9.94.885(4) before making a recommendation to the governor.
