India Economic Development previews Sabey data center incentives before Sept. 16 MDC hearing

Andrea Richter Gary, president and CEO of India Economic Development, opened a virtual briefing to preview tax, economic and community‑benefit numbers tied to a proposed Sabey data center ahead of a Metropolitan Development Commission hearing scheduled for Sept. 16. "We wanted to make sure we could preview some of those numbers on the economic and tax impact, in advance of that meeting so that everyone would have full and transparent information," she said.

Gary said the locally proposed offer includes a 10‑year real‑property abatement (a 60% flat reduction) and an enhanced personal‑property abatement. The presentation layered city commitments, developer commitments and a state layer; the developer has committed to fund on‑site utility upgrades including a substation. She described inclusion‑plan guarantees of at least $29.8 million over years 1–10, with a year‑10 checkpoint that could raise the total to $39.8 million.

The agency framed abatements as a tool to offset front‑loaded construction costs and allow the city to realize full tax value later in the project life cycle. Gary said third‑party tax finance validation and coordination with the controller, assessor, auditor and treasurer offices underpin the estimates. The public hearing and final staff reports will be available at the Metropolitan Development Commission meeting on Sept. 16 at 1 p.m. at the City‑County Building.
