The Land Reuse Agency directed staff to prepare a standard application template and clearer pricing guidance to use on future land disposition requests. Chair proposed an application form that would require assessed value, photographs, applicant contact information and any existing financial offers so the board has consistent information before items reach the agenda.
Members said a documented process will help avoid ad hoc pricing decisions and protect the public interest when parcels are transferred to private owners. Suggestions for pricing formulas included using county assessed value per square foot or a percentage of assessed value as a benchmark. Staff will draft the application template and proposed pricing framework and present it at the next meeting for board review.
Board members emphasized that a formal policy would not preclude reasonable case-by-case deviations, but that deviations should be documented in the minutes and justified when used.
"For our next meeting, I agree that we need to have some sort of application or information, a standard sheet filled out," the chair said; the board agreed to add the application template and lot-pricing guidance to the next agenda.
