The Brea Olinda Unified School District board voted unanimously on Sept. 10 to approve agreements that authorize preconstruction services and lease-leaseback documents for the Falcon Academy multipurpose building and kitchen project, selecting Miller Construction as the recommended contractor.
District staff described a multi-stage selection process run through the community oversight committee and an RFQ panel. Rick Champion, assistant superintendent of business services, told the board the panel reviewed multiple proposals and shortlisted two firms for interviews before recommending Miller Construction as offering the best value and project focus. "What I'm asking you to approve tonight is, roughly 28,500 for preconstruction services as we move forward," Champion said, describing the step that allows preconstruction cost identification without committing the district to a final guaranteed maximum price (GMP).
Trustees emphasized community communication, traffic and pick-up/drop-off coordination during construction; trustee remarks noted Miller Construction’s experience with school-build sequencing and community outreach. The board’s action authorized execution of preconstruction and lease documents under the statutory lease-leaseback code provisions, with staff clarifying the final construction budget and GMP will return to the board for approval.
Vote and next steps: the motion to approve the agreements passed on a roll-call vote of 5–0. Staff said Miller Construction will begin preconstruction services immediately and that the district will return to the board with completed cost identification and any recommended contract approvals in coming months.
