John, representing Beginnings Credit Union, presented an updated preliminary site-and-demolition plan for a parking-lot project at the branch on North Meadow Street and outlined stormwater, planting, and construction-management details ahead of a public hearing at the end-of-September.
"Most notably is the rain garden detail," John told the board when introducing the revised sheets and planting plan. He said the project team met with local landscape contractors and will attempt to save a prominent plum tree on site, but otherwise will replace plantings with a native-species planting list for the bioretention area. The construction staging plan calls for a full-time flagger to manage construction traffic so the busy branch can stay open, and the team said they plan to reuse topsoil by staging material at a nearby landscape firm to limit truck travel. The photometric study specifies 2,700 Kelvin lighting and adjustable fixtures intended to limit light spill to the property line.
Board members and staff thanked the applicant for the completeness of the submission but asked for a short analysis of alternatives, including shared parking possibilities with adjacent properties, and for the planning board packet to include a staff memo summarizing the West End Urban Design Plan and zoning context. Nikki Sarah said the staff memo will be circulated to board members and the BZA; the applicant noted one adjacent owner had already said no to shared-parking discussions but remains open to further outreach. The BZA will consider related variances next month; the planning board will not act on site-plan approval until the variance and environmental-review sequence is complete.
