The Education & Workforce Development Committee voted unanimously to report favorably on CB 105 20 26 (draft 2), a bill establishing a high‑wage employer "fast‑track" program, after approving a sponsor amendment to revise the bill's apprenticeship language.
Chair Adam Stafford, sponsor of the measure, framed the bill as a way to ‘‘create an expedited coordinated development review pathway for employers that meet defined wage investments and job quality standards’’ and said draft 2 assigns administration of the program to the Prince George's County Economic Development Corporation in coordination with DPIE and other agencies. He moved the amendment to change the apprenticeship placement language; the committee approved the amendment and later moved the draft favorably, with the clerk recording the committee vote as 4–0 in favor.
Policy staff warned the committee that enactment "will likely have an immediate slightly adverse fiscal impact" because implementation would require additional administrative capacity in permitting and inspections and potentially permit project managers for each qualifying employer. "DPIE stated that if the bill were to move forward, the department would need permit project managers funded for each qualified high wage employer company," Caleb Callender said during the policy review.
A representative of the County Executive's Office told the committee draft 2 left open questions and that funding is not currently budgeted. The office said it could provide estimates for the number of positions needed but needs to determine potential funding sources. The Office of Law reported the draft was not in proper legislative form and recommended corrections before final consideration.
Committee members emphasized that the legislation, as drafted, is enabling rather than a mandate, and asked staff for a cost analysis showing how responsibilities would be distributed among agencies if the program moves forward. Council Member Harrison said she would vote yes to advance the bill but urged additional analysis: "I'll vote yes for this right now. But, as it goes to the committee, I do believe we need to get those questions answered about ... how we're gonna prioritize that," she said.
Next steps: the committee reported draft 2 favorably to the next stage; staff were asked to provide a follow‑up cost/position estimate and clarification on implementation responsibilities.
