The Operations Committee approved a change order (item 261323, contract 1297570) that funds a building performance assessment audit and expands the on‑call plumbing services scope. Staff described the work as the first phase of a multi‑year effort to catalog county fixed assets into a software repository and to develop a preventive and predictive maintenance program.
A staff presenter said the assessment will create a repository for every building so maintenance teams receive real‑time alerts and can plan repairs and replacements. “It’s the start of essentially a digital shield for our building maintenance,” the presenter said, describing a phased approach that will feed a future capital improvement program.
Commissioners sought clarity on whether the jail work and the recently completed jail condition assessment overlap with this contract and whether the line between assessment and repair was clear. Staff said the jail assessment was a separate earlier effort and that this contract is focused on identifying needs and generating repair recommendations that could be funded through CIP or existing contracts.
The committee moved and approved the item by voice vote; staff said the audit findings will inform next year’s CIP and may identify repairs that can be completed immediately under current contracts.
