Representatives from Randall and Potter counties described how the city’s tax-rate numbers flow through county systems and the state Truth-in-Taxation process, and they outlined steps to avoid future mismatches.
Christina McMurray, Randall County Tax Assessor-Collector, told the council her office keeps backup paperwork from the appraisal district and the questionnaire the city submits for tax-rate calculations. "We have backup paperwork on the certified values that we get from the appraisal district and also the questionnaire that we get from the city of Amarillo that we plug in to the tax rate calculation form," she said. Sydney Norton, chief deputy at the Randall County tax office, explained that TNT calculations adjust for exemptions and changes so the NNR attempts to compare 'apples to apples' year over year.
Potter County staff said they had an internal report value that fed into the county-side inputs and that a new internal certification form and hyperlinking of evidence will make the calculation traceable going forward.
