Mayor Cal, serving as master of ceremonies, guided attendees through the program's ceremonial elements, including an announcement of a boots-placement tribute and a lowering of the flag at town hall.
Cal asked attendees to look to the right for the boots placement and said the boots would represent law enforcement, military and fire personnel. He thanked volunteers and town staff who organized the evening and framed the tribute as a way for the community to honor those who ran toward danger on 09/11/2001.
Chaplain Jerry Ferguson explained the bell ritual used by the Fire Department of New York during memorial ceremonies: "The tradition consists of 4 sets of 5 bell strikes," he said, and described the strikes as symbolizing a firefighter's final return from duty. Ferguson noted the ceremony's role in providing a moment of communal remembrance for firefighters and their families.
No formal municipal actions, motions or policy decisions were made; the program was a ceremonial observance and did not direct staff to take follow-up actions.
