"These life changing assessments impose a heavy financial penalty on household budgets without properly accounting for a family's ability to pay," Billigan said, and asked the commissioners to "explore avenues of funding to assist these families."
Billigan framed the issue as one that disproportionately affects residents on fixed incomes, young families and working-class households and warned the assessments could "price people out of the neighborhoods where they live for many years." The Chair acknowledged the comment and made the statement part of the public record; no formal action was taken during the committee meeting, though the concern was entered ahead of related budget and drain-office discussions that staff later noted would be refined as fee and permit changes are implemented.
