The Lamar Consolidated Independent School District Board of Trustees on Sept. 10 heard presentations from Tesla representatives and consultants about a JEDI (Jobs, Energy, Technology and Innovation) application tied to a proposed Project Crystal Sun manufacturing facility and were asked to act on the application at an upcoming meeting Sept. 15.
Consultants told the board the state Comptroller posted a recommendation packet (application J0050) on Aug. 31, triggering a statutory review window and a timeline the presenters said makes prompt local action important. The presenters asked trustees to approve Lamar CISD's JEDI application and to allow the superintendent to sign the final, state‑templated agreement so the district would not be a timing obstacle to Tesla's site-selection process. David Dennison, the presenting consultant, told trustees the JEDI process separates estimates from enforceable commitments and that detailed engineering and appraisals would follow only if the site is selected.
District CFO Mr. Buchanan presented the district's own financial model and said the board's decision on the application would not itself move dirt or automatically bind the district to construction. He said the district's analysis shows a modest net increase in maintenance-and-operations revenue in the model and substantial new I&S revenue and borrowing capacity if the project is built.
The board took public comments from residents and local leaders during a 30-minute public comment period and then recessed to closed session before returning and adjourning. Trustees are scheduled to consider formal action on the JEDI application at a special meeting on Sept. 15.
