County staff presented a resolution to authorize a contract with Intersection Media LLC to place exterior advertising ("queens," "tails," and shelters) on suburban PACE bus routes and selected shelters to promote curbside recycling under the regional Feed the Cart grant. Staff said the package would yield 26 units running for nine weeks (20 purchased queens plus bonus units, 16 paid tails with 5 included, and 6 shelters with 2 extras). The contract amount discussed at the meeting was presented in the "$34,000 and change" range and would be paid from the grant; staff said the county s subaward is limited and the purchase follows RTA/PACE advertising rules because Intersection Media holds the sole PACE contract. Committee members asked how effectiveness would be measured; staff said post-campaign metrics (website traffic to the regional feedthecart.org site and other digital measures) could be tracked, though isolating Kane County-specific impacts is difficult in a regional campaign.
