City staff presented the proposed fiscal year 2027 budget: total proposed budget $684,100,000 with a general fund of $199,400,000 and a utility fund of $141,800,000. The presentation noted 52.5 new full‑time equivalents proposed across funds and that the proposed property tax rate is 42.3 cents, an increase of 3.8 cents over the no‑new‑revenue rate (stated as an effective 9.8% increase).
During the public hearing Alana Harrison urged the council to hold the residential rate to the no‑new‑revenue level and to review Chapter 380 commercial rebates and consider tiered commercial water pricing so high‑volume commercial users bear more of the cost. "For households already struggling to make ends meet, another increase in cost of living can have a meaningful impact," Harrison said. After public comment the council moved and voted to adopt the budget ordinance and to set the property tax rate at 0.423; council also ratified the property tax increase reflected in the adopted budget.
