The committee discussed a proposal to use return‑to‑owner interactions as a prevention point for unaltered animals. The chair presented a proposal that would offer spay/neuter vouchers to owners contacted in the field and explore offering in‑shelter surgeries, possibly in lieu of impound fees, when capacity allows. "So rather than simply collecting the impound fee, when an unaltered animal is returned, we could use that interaction as an opportunity to address one of the underlying issues that contributes to unwanted litters," the chair said.
Members recommended exploring incentives to increase voucher redemption and flagged legal and staffing considerations. Committee members and staff discussed partnerships with EPVMA and nonprofit rescue groups to subsidize vouchers and noted the voucher model limits cost exposure because the city would pay only for redeemed services. Staff said more detailed legal and operational work would be needed before a formal recommendation to city council.
