Ryan added that the state recently shifted responsibility for culverts under 20 feet to towns, prompting inspection and capital planning work for 53–56 culverts; staff proposed funding inspections and evaluations to prioritize repairs.
Staff also highlighted life‑cycle modeling for roads to inform investment levels and stressed that some projects are tied to the capital improvement plan and grant cycles. Council members discussed PASER versus PCI pavement assessment methods and sought clarity on staffing and man‑hours for condition ratings.
