The Hadley Energy Committee spent the bulk of its Sept. 10 meeting on outstanding items needed to close its Green Communities designation grant. Chair (S1) said DOER staff (Zach) is asking for additional narrative descriptions and scope-of-work documentation after a cost increase for a door-replacement and weatherization project. "He was saying they didn't have a record of the work being approved, what he meant was it wasn't approved after they changed the cost," Agency official (S4) said, adding DOER wants a narrative and scope of work for changed projects.
Members identified several specific gaps: Lizotte's proposal lacks energy‑savings figures, a skylight air-sealing project does not have DOER approval, and DOER requires photos in the final report. Chair (S1) said vendors should provide site photos and that the committee will collect energy‑savings numbers from AEG (Kyle) and others. "Normally, they don't give any incentive for work that's already been done," Chair (S1) said about Eversource incentives, underscoring the need to document when applications were submitted. The committee expects to forward compiled narratives, energy data, invoices and photos to DOER to secure formal sign-off.
