Representatives of the Norfolk Trout Club presented a plan to stabilize an eroded segment of private access road and repair an undermined segmental culvert near 12 Baltimore Street.
Lance Hartford, president of the Norfolk Trout Club, introduced the project and engineer Steve Berkeley described the site condition: an undermined 36‑inch culvert with the final segment compromised and an eroded shoulder about 500 feet from Baltimore Street. Berkeley proposed a short gabion system and a bed of modified rock fill to restore a 2:1 slope, plus filter fabric and loam and seed on top to prevent future washout. He said the work footprint likely falls well below the 5,000‑square‑foot state threshold and estimated the disturbed area could be under 1,000 square feet. "We can resupport that pipe... backfill, grama to approximately a 2 to 1 slope," Berkeley told commissioners.
Commissioners asked that staff develop an order of conditions and contractor specifications that the applicant can give to bidders so the work can be priced and, if permitted, completed before the ground freezes. The commission agreed to continue the matter while DEP review proceeds and recommended staff and the applicant coordinate on drafting conditions and erosion‑control measures.
