Louisa County planning commissioners spent the work session focusing on how to regulate campgrounds and a new category of temporary workforce lodging. Staff framed the discussion around 19 discrete questions and recommended that commissioners answer those items so staff could prepare a draft ordinance for the following month.
Staff member said the key starting question was whether "recreational campgrounds and workforce campgrounds be regulated separately." Commissioners generally supported separate rules and proposed alternative names for the workforce use (examples discussed included "workforce temporary lodging"). Several commissioners emphasized that public review should be part of the approval process.
Commissioners favored handling both uses through a conditional-use permit (CUP) process. Under the direction given at the work session, workforce lodging CUPs would include a condition allowing later administrative renewals so staff can re-certify operations without requiring repeated full public hearings. The group also asked staff to integrate site-specific standards—setbacks, screening, utility approvals and emergency-access requirements—into the CUP checklist.
Staff will prepare two draft ordinance updates (one for recreational campgrounds and one for temporary workforce lodging) and circulate summaries of the commission's responses. If no substantive revisions are requested, staff aims to present the drafts next month for the commission to determine whether they are ready for public hearing.
