The Eagle Design Review Board on Sept. 10 approved DR2026-69, allowing two restaurant spaces, an office building and continued live-event uses at Woodstone at The Flats. Chair moved to approve the project with site-specific conditions and a revised condition that accepts the applicant's tree mitigation as submitted; the motion carried on a voice vote.
Applicant representative Jim Marsh (CSHUA) gave the board an overview of the site plan and building changes, describing conversions of former winery structures into a Craft(ed) Kitchen and a 99 Steakhouse, a repaired office building and retention of an event pavilion and concrete event pad. "We are in agreement with the conditions of approval, but do wanna just mainly discuss the tree mitigation portion of it," Marsh said during the presentation. He also noted the impact of a large right-of-way take by ITD that required relocating a driveway and removing some trees.
Planning staff Barbara Williams summarized staff's recommended conditions, including tree removal and mitigation calculations and a paving requirement tied to certificate-of-occupancy or submission of surety. Williams told the board that if the applicant cannot complete paving before occupancy, staff recommended a site-specific provision allowing a temporary certificate of occupancy with a surety for paving completion. Marsh also reported on parking capacity: "Currently, we have a 157 or 153 stalls, I believe, on-site," and added that adjacent street parking is available.
Board members discussed site aesthetics and mitigation. One member said the site's park-like setting and the existing mature landscaping supported accepting the applicant's mitigation calculations without additional requirements. Following that exchange, the chair moved to approve the project with the applicant's mitigation and to add condition approving the phasing plan; the motion was seconded and carried. The board's approval allows the applicant to pursue phased construction with the office building occupancy tied to the approved conditions and any paving surety requirements.
