Townsend officials continued deliberations on a proposed subdivision road and associated stormwater work at 0 C Road filed by Belvedere Capital (DEP 308-0729/TWB2026-004), moving the public hearing to Sept. 23, 2026 to allow further review and coordination with the planning board.
Michael Scott of Land Design Collaborative summarized a site walk and noted the plans had been through third‑party peer review. He told the commission that peer reviewer Hoyle Tanner had closed out many stormwater concerns: "They're satisfied that the plan meets the plan set and meets the town's requirements," he said. Wayne Bellick described field staking, flagged limits of clearing, and recommended running caution tape and staking to make limits explicit in the field.
Abutter Bob Aylott raised outstanding boundary and bylaw questions and urged caution before any planning‑board decision. Aylott said he did not believe all possible legal and boundary issues had been fully resolved and reminded the commission that some questions remain for DEP and the planning board. Commissioners discussed the conservation commission's narrower jurisdiction—largely the lower portion of the overall project and wetland buffers—and stressed that pre‑construction site visits and inspection protocols should be part of any order of conditions. The commission voted to continue the hearing to Sept. 23 and recorded a roll‑call continuation.
