Under the new procedure the town administrator becomes the central point of contact and the town has 12 months after the application is deemed complete to issue a single local decision; if the town misses the deadline, the application can be approved under state default conditions.
The chair summarized the state change: "Beginning 10/01/2026, an applicant can file 1 combined local application instead of separate packets to planning, conservation, and other boards," he said. Commissioners raised concerns about staff capacity and the risk of the statutory clock producing default approvals that might carry less protective conditions than current town practice. Several commissioners urged the select board and town administrator to clarify administrative staffing and whether the town will delegate completeness review to another staff member or hire support.
No formal action was taken; commissioners asked staff to share the state materials with the select board and planning board and requested that town administrators be invited to a future meeting for joint discussion of administrative roles and resource needs.
