One board member said, "If I'm looking at this transaction correctly, this is an assemblage of land," noting that an assemblage could raise value and arguing that the appraisal did not consider that possibility. Staff and counsel replied that the parcels are not fully contiguous and that transaction costs and low parcel values informed the vacant-land appraisal approach. County counsel told the board it may adopt its own view of what "maximize value" means and that staff could bring background information at a future meeting to help the board set a policy standard.
Board members asked staff to return with more context and said they may seek market-value appraisals on future dispositions where assemblage or portfolio effects matter.
