After a brief recess the board returned for a study session led by Dr. Milner to begin revising board goals using feeder-pattern student-accountability data and a 'North Star' framework.
Dr. Milner explained seven standards of excellence that serve as the foundation for district goals and asked trustees to rank the standards in order of importance. Trustees discussed choices — several named integrity, future focus and solution-driven priorities — and provided brief rationales.
Participants then worked through campus SWOT (strengths, weaknesses, opportunities, threats) analyses by feeder pattern (Crowley and North Crowley) to identify priority areas, including school-dependent populations (a term the district uses for economically disadvantaged students), special education and emergent bilingual learners. Dr. Milner said the session is intended to surface system-level solutions that prevent problems upstream rather than continually reacting to them.
The board planned to spend about 15 minutes on each side of the room reviewing materials, then swap and continue the process; trustees asked clarifying questions about how the SWOTs were prepared and how recent leadership changes and uncertified teachers factor into campus triage.
