The Harwinton Board of Finance voted Sept. 10 to approve a package of supplemental budget transfers and to roll year‑end balances into capital and non‑recurring accounts.
A motion by John Fredsall, seconded by Sandy Davis, supplemented several operating lines in the 2025–2026 budget: line 1014 was increased by $4,874.63; line 1028 by $17,171.06; line 2070 by $1,844.45; line 4020 by $17,632.76; line 9910 by $20,000; and line 9920 by $2,357. The minutes record that the funds for those supplements would come from line 1015 and that the motion carried with the board "All in favor."
The board also approved a motion, moved by Sandy Davis and seconded by Charles Casella, to roll balances from multiple accounts in the 2025–2026 budget (lines 9003, 9010, 9011, 9020, 9022, 9030, 9035, 9037, 9069, 9085 and 9099) into their respective capital and non‑recurring accounts. In a separate motion, the board voted to roll $150,000 into capital and non‑recurring account 9037 and $161,228.42 into capital and non‑recurring account 9090; that motion was moved by Sandy Davis and seconded by John Fredsall and passed with "All in favor."
Board minutes record the actions as approvals without a recorded numerical roll‑call tally. The decisions shift fund balances into capital reserves and finalize several year‑end accounting moves for the 2025–2026 fiscal year.
