A commissioner noted the HR&A plan was presented to council in June and is available on the city’s website; staff said the proposed budget includes funds to continue work with the consultant and that the city expects outreach and possible listening sessions before any formal action.
Staff emphasized that a special‑purpose district (such as a public improvement district or management district) is distinct from zoning and, if pursued, would follow a separate legal creation process either by petition of property owners or through state procedures. “It wouldn’t be zoning districts…that’s just one of the menu of options,” a staff speaker (S6) said, adding that any decision on forming a district is not set in stone and would involve property‑owner petitions or legislative creation.
Commissioners said they expect future outreach to business stakeholders before any action is taken; staff and council liaison Jackie Georgio noted the city will proceed cautiously and schedule public engagement as part of the next fiscal‑year planning.
