The applicant team described the proposed master plan for the Seabrook/Stewart Point property as a mixed‑use hamlet with a range of housing types, internal civic space and a commitment to build the portion of the Spanish Moss Trail that runs through the property.
Ryan Thompson, the applicant’s landscape architect, said the regulating plan places 80 acres as T4 Hamlet Center and 80 acres as T3 Hamlet Neighborhood and preserves perimeter T2R areas to buffer adjacent neighborhoods. "We're proposing 401 units," Thompson said, adding that when the entire project's preserved T2 acreage is counted the gross density across the site would be about 1.7 dwelling units per acre — below the underlying future‑land‑use target of two du/acre.
The developer said they would dedicate about 3 acres for a future fire/EMS facility and roughly 4.5 acres to expand the Seabrook community recreation center; they also plan to construct roughly 0.7 miles of the Spanish Moss Trail within the site. The applicant said Buford‑Jasper Water and Sewer Authority has indicated treatment plant capacity, but that upgrades to downstream pump stations and extension of mains would be the developer’s responsibility.
Commissioners and staff repeatedly asked for more granular engineering and phasing detail, particularly on traffic mitigation, stormwater management and the intended uses and limits for the S‑1 industrial acreage. The applicant said some S‑1 uses under discussion would be small‑scale, office‑fronted flex or light industrial uses likely phased later in build‑out.
